As many landlords have become aware, the government wants to improve the energy efficiency of all UK homes and it’s going to start with rentals. Already, there is a minimum EPC ‘E’ standard, where an ‘F’ literally means ‘fail’ and this standard will rise over the next few years.

The Department for Business, Energy & Industrial Strategy document – Improving the Energy Performance of Privately Rented Homes in England and Wales has recently downgraded the 2035 target of having an EPC ‘B’ standard down to a ‘C’.

The new EPC ‘C’ goal, down from ‘B’, has undoubtedly been driven down by criticism from within the industry that the ‘B’ standard was ridiculously high. An EPC target of ‘C’ is, on the other hand, more realistic and achievable.

More imminently and leading up to the 2035 ‘C’ standard, the government has legislated an interim ‘D’ standard to be in effect from 2025.

Landlords will want to meet the ‘D’ standard in good time. Importantly they will want the best advice as to how to meet the standard in the most affordable way. In some cases it can be as simple as following some or all of the EPC recommendations, in others professional advice will be required because only someone with intimate knowledge of the industry will be able to navigate all the wrinkles.

Knowing these wrinkles means knowing that sometimes the best recommendations do not even appear on the EPC and only someone with years of experience in the field will be able to give the most reliable guide to affordability of EPC upgrade!

 You may wonder how this is possible. The answer is that the EPC software which provides both the result and the recommendations is built around data input from the assessor and software assumptions which may often, not be true.

The potential savings are even higher than this example because wall insulation is often the only choice (at up to £14,000) when a more affordable measure may be possible that doesn’t even appear as a recommendation.

Energy Performance Certificates

The Energy Performance Certificate (EPC) is the benchmark and basis for the upgrading of the energy efficiency of all UK homes. The EPC identifies building fabric, heating and associated controls and any insulation as the big three EPC components and then further identifies, as far as it’s able, recommendations for improvement.

The Lowdown for Landlords!

Currently, the landlord spending cap is £3,500 (inclusive of VAT) to bring a property up to an ‘E’ standard. Government have still not decided what the cap might be, but they are looking at £10,000 inclusive of VAT being required to meet this standard, with studies showing that £4,700 on average, inclusive of VAT, will be needed to achieve a ‘C’.

Floor Plans

If you’re selling, or if you’re licensing your rental property with the council, you may also want a floor plan. For just a little extra this can be done and give the property a boost as buyers will be able to visualise the property and figure out how their furniture will go into a new home.

The Legal Framework and Timeline

PAS 2035 has been introduced as the standards framework for the end-to-end delivery of domestic retrofit work. This is being linked with £640 million per year funding for the retrofit improvement of homes.

Government grants will be available to landlords to be able to meet the new standards from the end of September 2021. A Green Homes Grant of up to £5,000 / up to two-thirds of the cost may be available from a government pot of £2billion.
